Whirlpool Sop tool, a relatively fast and cheep way to create a whirlpool by generating a radial uv on a mesh to drive a noise map, that's for the water part.
As for the white water since we have an animated noise I was able to calculate the velocity based on the difference between each frame and the one before using volumeopticalflow sop, and fed that to the particles not that accurate but did the trick.
